Postcards for the mayor

How can we transform an industrial wasteland into a sit that is carried by surrounding residents? In Cluj (Romania) we sent postcards to the mayor with inspiring ideas for (temporary) use. Hoe kunnen we een  industrieel terrein transformeren op een manier die gedragen is door de bewoners?
